Database Manager on May 11th, 2018:

This describes a rebuild of an existing organ.

Identified by William G. Barnes, who has heard or played the organ. William G. Barnes also cited this publication as a source of information: 33 1/3 rpm recording entitled "Organ Music from Westminster," ca. 1971.
At the time of the 1971 rebuild, the upper work was revised, the entire organ was revoiced, and the original Kimball console was replaced.
